- Courtney Lake WIC: fully staffed with breastfeeding peer counselors! IBCLC Pediatrician leaving the Health Department; will continue project to determine FQHC breastfeeding rates and breastfeeding support project with another provider

- Martha-Margaret IPHI: CLC/CLS Learning collaborative applications due soon. Focus groups in Peoria, Jackson County, and Southern Seven for parents and a separate one for providers to dive into breastfeeding landscape: obstacles, benefits, etc. in their area. July 11th IAPOH Breastfeeding Equity meeting: Glendean is Co-Chair, Courtney also participates/represents Lake Co.

- Glendean SIDS of IL/MIECHV: early childhood screening comprehensive system contract looking at different models. Currently it’s a patchwork (family case management, better birth outcomes, etc.) and the goal is to have a universal system for screening and support. BF education classes with Blue Cross Blue Shield and SIDS of IL went really well in the pilot so in June will start with 4 classes each month!

- Summer Well Child WIC: Working with IPHI and Sherman Hospital on a continuity of care learning collaborative grant. Goal is to create/hire a Pregnancy Resource Specialist position within the Family Birthing Center at Sherman hospital. This person will complete follow up calls with pregnant clients during pregnancy and through post-partum. Goal to address social determinants of health and reduce risks during pregnancy. Can/will also address feeding methods and support breastfeeding. WIC will complete referrals to the specialist and peer counselors will collaborate on shared clients. Working on getting approval to share WIC data with them easily.

Happy Spring! The Illinois Public Health Institute’s Biannual Chest/Breastfeeding Networking meeting is planned for Wednesday May 29th, 10am-11:30am CST. At this meeting IPHI brings together many of the partners we have worked with as well as new potential ones to discuss priorities in the breastfeeding space in Illinois, relevant legislations we are all watching, provides networking time, and lets everyone know what IPHI is currently working on and hoping to start in the future.

If you are or know any pediatricians or OB/GYNs in the state of IL, we need that VOICE heard. The Illinois Public Health Institute (IPHI) is hosting a focus group for Pediatricians and Obstetricians/Gynecologists across Illinois to consider opportunities for promoting lactation support, and to better understand ongoing barriers and facilitators to breastfeeding continuity of care throughout Illinois. As we work with the Illinois Chapter of the American Academy of Pediatrics, this one-time focus group is slated to take place in late May- Early June 2024 and should be around an hour long.
We want to hear from you! Your responses will help us better understand the landscape of lactation support in the clinical space, the demographic composition of who you’re serving, and help us determine any opportunities to increase lactation education among clinical providers, across the state. Compensation for time is also provided.

IPHI is currently running a CLS/C survey and we are trying to get as much participation from these lactation providers throughout the state of Illinois as possible. Please share widely!
Survey for Certified Lactation Specialists and Counselors (CLS/Cs): The Illinois Public Health Institute (IPHI), non-profit organization in Illinois focused on improving lactation support and equity, is surveying CLS/Cs across Illinois to learn about gaps and consider opportunities for promoting a diverse lactation support professional network in Illinois.
We want to hear from you! Your responses will help us better understand where CLS/C providers are across the state, the demographic composition of our state’s CLS/C provider workforce, who you’re serving, if you have opportunities for professional advancement within your organizations and gaps in access to services across the state.
Take the survey HERE and please submit your response by May 31st, 2024. We are hoping to get as close to 100% participation by CLS/Cs across the state, so please spread the word!
2024 WIC Breastfeeding Training

*Certified Lactation Specialist Course (CLS) provides a basic one-week lactation counselor certification
course. The CLS course is offered over 5 days and is presented in real-time via Zoom. Materials are mailed to participants before the course. This course is available in both CST and EST time zones. This course provides (45 L CERPs and 1 E CERP for a total of 46 CERPs)
*Exclusive Pumping: The 1-day course focuses on the care of individuals who largely rely on pumping for milk removal during lactation. It includes a discussion on pump types and will address the most common issues with exclusive pumpers. The session will address strategies and challenges for these parents. (4.5 CERPs, CPEUs, CMEs
*Ethics for Lactation Professionals: is a 5-hour one-day live virtual training, OR self-paced online work that follows the detailed content outline required by IBLCE. It fulfills the (5 E-CERPs) requirements for recertifying as an IBCLC. Must take a final quiz. (IBCLC staff only)
*LOVE in the Margins: DEI lactation Training: 1-day live virtual training combined with 2.5 hours of individual work. This interactive training will teach the attendees how to approach, navigate, and respond to individuals from various cultural backgrounds within the WIC environment. (5 L-CEUs), (5 E-CEUs)
*Parental & Infant Health During Lactation: this is an 8-hour one-day breastfeeding conference. This BF conference proves (6.25 CME, CERPs)

- Electric Breast Pump Change in Benefits Frequency without Prior Approval. This notice informs providers of a change in policy for requesting an electric breast pump. This change affects both the Medicaid fee-for-service program and the managed care organizations (MCOs). Effective with dates of service beginning January 1, 2024, the benefit frequency limit for an electric breast pump has been changed from one in five years without prior approval, to one per year without prior approval. An additional electric pump needed within one year of the previous pump will require prior approval. Only the benefit frequency limit without prior approval has been changed. All other requirements remain the same. Questions regarding this notice may be directed to the Bureau of Professional and Ancillary Services at 877-782-5565 for FFS claims, or the appropriate MCO.

Present: Margaret Saltysiak, Rose Stroemer, Katie Koll, Sue Laurila, Alyssa, Summer Richards, Robin Tawech, Zachary Heindl, Jennifer Hill
- Alyssa/Rose (WCHD): working on becoming a milk depot; starting first Spanish in-person class March 6. Local hospital relationships have changed over the years, not as strong now. Alyssa donated over 1200 oz of milk to the milk bank!
- Robin (DCHD): Peer Counselors and IBCLCs in Alexian Brothers and Central DuPage hospitals going through volunteer program. Getting good referrals from social workers there. Working on Good Samaritan too in the future. Trying to have case managers or outreach staff go to some hospitals to do presentations to social workers to get more referrals. Maybe go to Edward Hospital too. Will be presenting a Poster at National WIC Association Conference in April on breastfeeding support strategies used in our county
- An IBCLC goes to Alexian Brothers hospital one a week to see any Medicaid clients. Lots of clients in Addison deliver there. There is a good doctor there who speaks Spanish so a lot of clients who prefer Spanish go there
- Summer (Well Child): a few nutritionist vacancies right now. Fully staffed breastfeeding peer counselors, working with Advocate Sherman Hospital on breastfeeding grant through IPHI. In planning meetings/early stages. Want to connect more with the hospital. Thinking of having a pregnancy navigator who can work closely with moms during their pregnancy to meet some needs related to transportation, insurance, etc.. Was able to connect with Stevie at St Alexis in Hoffman Estates and presented about WIC program there. Lots of families deliver there or Sherman. Working on a partnership for that hospital too
- Zachary/Katie (MCHD): Katie made a great breastfeeding bulletin board in WIC office, connecting with community partners. Working with community partners to make sure everyone is up to date on what’s going on in WIC and breastfeeding support. Working on getting more involved with Huntley Hospital. Met with Social Worker. Goals: better communication and continuity of care.

- Margaret: working at Rush Copley now, has some exciting ideas.

- For WIC agencies: received approval to give out survey to WIC participants. Approval will be emailed out to all agencies with the survey to keep on file for MEQA.
- Flyers have QR code, will also be a Facebook ad. QR code will be activated after the meeting today. Goal to collect responses through April then reassess.

- Questions about WIC program
- How is it determined which WIC works with which patients/ hospitals? Based off where client lives and which clinic is closest/convenient for them. Signupwic.com can be a helpful website to find the closest location. Clients need to transfer between different agencies if they move within Illinois, but is a fairly quick process. Moving out of state or into Illinois can also transfer.
- What is the process for enrolling new moms from a hospital? WIC agencies having relationships with hospitals can make this easier. Individual referral process to send information to WIC agency. WIC doesn’t know a client delivered unless we get a referral or the client calls.
- Next Month, Rush Copley and VNA discussing their partnership as a model
- Project idea: can we create a guide/template/model to help other hospitals/WIC agencies to build relationships?
- The flow sheet could include information like how families might automatically qualify for WIC (if they have SNAP or Medicaid title XIX)
- Could also include breastfeeding support available at both hospital and wic agency… pumps, etc.
- Action items: for next meeting, bring questions/ideas/past experiences for this project. Invite your hospital partner if they are not already coming to discuss. Will put together a draft of the guide during the next meeting.

- Project idea: could we create a care packet to send out to all of our hospitals in our region, plus ones in Cook that have a lot of deliveries for us like Alexian Brothers and St Alexis.

Action Items:
- Invite someone new to the next meeting.
- Reach out to hospitals to gather contact information for lactation consultants and invite them to participate.
- Contact Lake County home visiting programs and bring them back into the task force and discuss the possibility of shadowing a peer counselor.
- Send a sample letter to hospitals, customized with the contact person’s name, inviting them to join the task force.
- Reach out to Lake County peer counselors to
- Fill in the gaps in the data sheet, specifically the number of lactation consultants and the availability of prenatal classes and support groups in hospitals.
- Draft a letter to hospitals and OB managers to introduce the task force and request their participation.
- Follow up with the lawyer to gather information about forming a nonprofit organization.
- Schedule the other Baby Cafe and invite Decassing to the next meeting.
- Send a reminder email with the to-do list and tasks two weeks before the next meeting.
- Consider the role you would like to play on the board, including the possibility of being the treasurer.
- Research the process for incorporating and obtaining nonprofit status.

- It was brought up that we should look into what next steps need to happene to update Illinois’ breastfeeding protection laws with the new AAP policy supporting breastfeeding until 2 years and beyond.

- Glendean raised the idea of creating some outreach campaign to provide businesses, etc. with information about the breastfeeding laws in Illinois to prevent moms in the future from being harassed for breastfeeding in public

- Pivot: Partnership-The Northern Illinois Lactation Consultant Association would like to put on a virtual conference directed at breastfeeding advocates and providers with the goal of education and networking. We discussed partnering with NILCA to help produce this conference and spread our reach. It was also discussed partnering with other task forces such as the CRBTF. *The members in attendance agreed that this is a good plan, and we are moving forward with working together to create this conference.

- Margaret: Northern Illinois Lactation Association (https://www.northernillinoislca.org/) 5 meetings/year are educational and receive CEUs. Membership is $30
- Also teaches at UC San Diego for their Lactation Program. Student from Arlington Heights is looking for an internship location. Please reach out to Margaret if you could be a preceptor or know someone who could.
- Glendean: continuing to work with IPHI (Illinois public health institute) and MIECHV (maternal infant early childhood home visiting) programs for improving breastfeeding training available to home visitors. Working to continue/increase scholarships for CLS trainings.
- Pam: Lake Forest is beginning to have classes in person again and it is going well, lots of interest
- Michelle – Cindy retired from Well Child Elgin WIC program. Summer Richards on the call today will be moving from Lake County Health Dept. to Well Child to be the Breastfeeding Coordinator there starting in June.
- Chayo – prenatal classes are continuing virtually with Sherman Hospital and going really well. Very popular and lots of good participation from partners/dads too.
- Vanessa – spoke with someone from Meridian health insurance about their goals to increase support/guide their clients to maternal and child resources in Lake County.
- Jill – continuing to work with Chayo at Sherman with virtual visits. Outpatient lactation clinic had 486 visits last year!
- Courtney – wrapped up first session of virtual prenatal class in partnership with Vanessa and other home visiting programs in Lake Co. working on getting more peer counselors in hospitals. Waiting to get freezer from Milk Bank and then will be ready to officially be a Milk Depot! Will send an announcement about the grand opening

- Rose, Will County: She has been full time in her breastfeeding support role since November. Feels she is able to reach more newborns and Nutritionists have been helping make calls to pregnant clients in their last month

- Glendean, SIDS of IL/MIECHV: ISPAN project is continuing for MIECHV home visiting programs. Last year created a protocol for home visiting programs with MIECHV funding regarding breastfeeding. This year, applied for funding to provide comprehensive breastfeeding training for home visiting staff. Survey will be going out to assess needs and help shape the training. Goal is for training and materials to be ready by June 2022 with implementation of the training to begin in second half of 2022. Hoping to have more options for home visiting staff to become CLCs.
- Courtney, Lake County: Lake County Health Department is working with the Mother’s Milk Bank of the Western Great Lakes to open a Milk Depot in Waukegan. Paperwork is being completed now by the county and Milk Bank, so we can hopefully open in the spring.

- Congresswoman Lauren Underwood asking for support: District overlaps with Task Force region, outreach coordinator reached out to Courtney. Shared information about what we do as a task force.

- IL bill: parity for pumps
- Currently Illinois collects sales tax for breast pumps, there is a law up now that would remove that tax (see PDF flyer attached to email for more information) to share
- Discussion about lack of equity between private and public insurance and access to pumps. Private insurance = eligible for new pump each year while public insurance means only 1 pump every 5 years.
- Do we have any local IL legislators that have women’s health/breastfeeding support as part of their platform? Maybe we as a task force can write a letter, make a request for a legislator to see what can be done to make changes/improve equity and access?
- REQUEST: look at your area’s local legislators and see if anyone could be someone we could reach out to about it

- Lake County’s Women’s Health team has been handing out the info cards and breast pads to pregnant women at their first visit now so they help remember and get the information out. Feeling like this part is not measurable? Breast pads have a sticker with WIC information and Facebook page, but not seeing an increase in people joining. Prenatal team has always done well with referring to WIC services.
- Courtney presented twice to the Women’s Health team: one on local resources/referral options and free breastfeeding education opportunities. The second presentation focused more on breastfeeding education. Both presentations are attached to the email. Both presentations were only about 15-20 minutes long
- Glendean asked if she is able to give out the breast pads and info cards in SIDS of IL baby showers? For sure within our task force region, Courtney will find out if they can be given outside the region too/any limitations.

Sharing my experience, struggles, victories has helped me a lot during these visits.
My newborns- 6month visits probably take longer than 15 min time slots, but it is what it is. It helps me build rapport with my patients/parents and understand their goals.
Regarding discussing breastfeeding during the visit, I usually start with asking what their goals are, congratulating them on their decision is the first step toward positively re enforcing they are being a great parent. If they don’t want to breastfeed, I ask for what barriers they feel they have so we can support them. If they say breastfeeding, I usually give a small applause (😊claps!! Claps!!). Of course, assessing how long they feed at each breast, latch, any nipple pain. If there is another parent/family member in the room, I congratulate them as well in supporting mom in breastfeeding. I also discuss safe sleeping while breastfeeding. I sometimes give them handouts from Kelly mom, LLLI, AAP on topics such as triple feeding, paced feeding, returning to work, etc. depending on the situation.

- April brought up that we should discuss the scope of practice as well: where does the scope of peer counselors or CLCs end and we need to refer back to providers for them to take over.

- Rose – getting the 9 month calls in for WIC, but having staffing shortages so having a harder time getting the 2-contacts in. having 4 staff going to CLS training. Offering as many trainings as we can
- Courtney – having some WIC clients come back onsite: seems to be going well! Gave staff 2 months “warning” before having clients on site, reviewing schedules 1 week in advance and offering mid-certifications and recertifications the option to come on site if they wish. About 1-5 families agree per day across all 5 locations. Generally no more than 3/site/day. Sites with more than 1 nutritionist have morning huddles to determine who will see each in person family so they can move from the lab directly to a nutritionist without going back to a waiting room. Not a lot of pushback from staff – reached out to them early for ideas on who they thought would be interested in coming on site and what they thought might work.
- Most staff are vaccinated, within an FQHC so masks worn all day and screening at entrances for staff and clients.
- PPE provided: masks, face shields, gloves, surface wipes, plexiglass dividers on desks or a standing one (like a white board/chalkboard on wheels)

- Aug did a Bath and Body Works soap giveaway for BF moms. Started Prenatal BF classes with Sherman Hospital last month had 2 participants in the Spanish class and 2 in English; this month have 7 in Spanish and 3 in English. Using Injoy Curriculum and so moms get a packet of information and can access videos online for 6 months. Chayo made videos in English and Spanish addressing 2 common BF concerns (how to make more milk and difference between personal and hospital pumps) to share with IPHA BF videos channel.

- Virtual BF month events with social media posting and tried to encourage moms to share photos of BF to normalize BF (didn’t get anyone to share though). Courtney is attending the National WIC Association Conference virtually this week and shared about a presentation on “Red Alert Babies” – an agency created a protocol to identify and support babies who have lost excessive weight in the first 2 weeks of life and how to provide a plan/adequate support until the family can get back to the pediatrician and/or meet with an IBCLC. (desktop guide created and parent handout attached). Courtney will be reaching out to the presenter to see if they can share the protocol with us as a Task Force.

Good conversation on how receptive providers will be to the intervention/information. - Dyana shared about Family Focus: starting to transition back to the office 1-2x/week. No in-person visits with families yet though. Doing virtual prenatal classes on Zoom – received donations to provide infant 1st aid kits, birthing balls, and gift cards to participants from funders. Promoting the class through social media, emailing partners. (Flyer also attached serving Aurora, North Aurora, Batavia, Montgomery, Oswego, Plano, Yorkville, and Sugar Grove families). It is a free class. Biggest class so far had 6 moms. Hard to get them to have the video on and participate most of the time.
- We brainstormed some ideas on how to encourage them to participate so they don’t miss out on the interactions they would have had in person. When sending out the link to moms encourage them to find a quiet place to focus and relax for the class and encourage them to have the video on. At the start of the class encourage clients to have the video on so they can get to know the other moms – maybe explain how to blur/hide the background if they don’t want others to see where they are/or their home. Use ice-breakers or interactive games in the beginning to help everyone get more comfortable. Ask if the moms are comfortable sharing their contact info w/the other moms since they all have similar due dates and encourage them to talk outside of the class with each other too.
- Chayo shared about Well Child Elgin starting virtual prenatal classes in partnership with Sherman Hospital using the Injoy Breastfeeding curriculum “understanding firsts”. Chayo feels moms she has contacted don’t seem too interested in the online class. They need to pick up a prenatal packet so they can follow along virtually and only 1 client has come to pick it up. All participants will be entered to win a car seat.
- Glendean shared that SIDS of IL has put all community group events on hold. They have continued to provide education over the phone and cribs/supplies to families. Glendean said she was able to take one of the LEC online lactation counselor trainings – the 3 day one- and found it helpful.
- Courtney shared that Lake County is not doing any virtual classes right now, only individual appointments. Vista Hospital might start doing the Injoy online classes and we will try to have a BFPC involved as well but have not heard back if they were approved. For Breastfeeding Month, we are planning to create a few short videos to share on social media.

11/01/2019 meeting minutes

- State BF Task Force call review
- Cindy shared information from the July call where the PRAMS study was reviewed. PRAMS is the “pregnancy risk assessment monitoring system” and it is given randomly to moms. Participants earn a gift card as an incentive to participate. Participation rates are low. Asks questions about how moms heard about BF and why they chose not to BF for example. Mostly hear about BF from midwives, nurses, not from providers. The highest reason for not BF: “I didn’t like it”
- Glendean shared what she learned from the October call about the ILPQC Opioid intervention project. About 100 OB hospital teams are focusing on improving the standards of practice for screening, documenting, history taking, and interventions for women with a history of opioid use. About 88 hospital teams are focusing on the neonatal side, looking at treatment of moms and babies exposed to opioids. Creating standards of care for moms and the infants. Overcoming bias and stigma. ID early treatment plans for moms, help providers feel more confident with screening and resources in the community. Practices in L/D and nursery to help offset issues, make sure mom knows how to care for a baby with NAS, what to expect (highly encouraging BF). IL maternal morbidity and mortality rates are like the US average. However, doesn’t consider disparities in different communities. More maternal deaths due to opioid use than HTN and hemorrhage.
- Courtney shared information about the new IL law that mandates Medicaid to pay for donor breastmilk for infants who qualify. Presentation from the call and a Fact Sheet about the new law and coverage criteria attached. Discussion about milk bank vs milk depot and where they are location. Courtney will reach out to the Milk Bank and see if someone is able to join us for a meeting in person or on a call to discuss their services more in depth.

- BF Month Activities
- DuPage: Had a large banner made with puzzle pieces that moms complete to “pledge” to BF, filling in the pieces to complete the puzzle – most of the way completed!
- Aunt Martha’s: SIDS and BF display and raffle prizes
- BF Month Activities
- VNA, Family Focus, Rush: Big Latch On Event – went well, ran out of room!
- VNA also make shirts for staff and had BF tote bags for exclusively BF moms
- . Well Child: Big Latch On with Sherman Hospital, had about 11 moms this year, was a smaller event due to a back-to-school backpack event happening on the same day
- Lake: Family Fun Day/Big Latch On – had 7 moms participate, total of about 20-25 families come to the health fair/event.
- SIDS of IL: Community baby showers, 2nd series of perinatal education in Pullman neighborhood; baby care item drive
- Well Child and Vista Hospital had screenings of the Chocolate Milk documentary; had discussions of impact/thoughts.
- Next year World BF Week will have 2 weekends, which one will have the Big Latch?

- Well Child annual BF cross-training for non-BFPC staff in October, every Tuesday from 12:30-3:30, open to all BFTF members

- SIDS mini-grant progress: plan to partner with other agencies that are not associated with WIC (like home visiting programs that may not have doulas) for community baby showers and education, including IL Law Cards
- Focusing in Kankakee, Will, and Lake counties
- Lake is starting a centralized intake for home visiting programs, Courtney can help connect Glendean.

- For ISPAN project, Lake and VNA will be focus in terms of piloting the intervention in these areas, all locations encouraged to use survey for their sites.

- Most BFTF groups seem a little confused. On the last call, a pediatrician presented about different ways and phrases for CLCs to refer to pediatricians for assistance with BF issues without diagnosing.

- Survey clients to find out what they learn/don’t learn from their prenatal providers
- Using 9th month phone calls or in person

- Provide information and supplies with a “did you know” quick fact sheet for providers to give to patients.

- Project has $500 for us to apply for
- Washable nursing pads + laminated “did you know” card with short to the point information for moms
- Or colostrum syringes for moms to hand express colostrum once they are 37 weeks and bring to the hospital with them + laminated “did you know” card
- Will reach out to hospital IBCLCs to hear input about moms being able to bring the colostrum to the hospital and offer it to baby instead of formula in cases of low blood glucose, mom/baby separation, or difficulty with latching.

- Does Medicaid allow for billing of prenatal BF education? Maybe through specific MCOs? Could NEB medical (breast pump supplier) have information about duration rates?

- Vista Hospital in Waukegan will be showing the Chocolate Milk Documentary on Aug 6th at 9 am and 6 pm
- Well Child in Elgin will be showing the Chocolate Milk Documentary on Aug 7th at 1 pm
- Rush Copley will be hosting the Big Latch On Aug 2, Family Focus is participating as well
- Well Child partnered with Advocate Sherman Hospital to host the Big Latch On Aug 3rd
- Lake County will be hosting the Big Latch On Aug 3 at the Health Department in Waukegan off Belvidere Rd.
- Mini Grants to use BFTF award dollars
- $1000 from the state for each Fiscal Year. FY19 funds were used to translate and purchase the IL law cards in English and Spanish.
- Cards issued to those present who wanted them
- Mini-grant application sent out
- Currently set at a maximum of $200 request per agency requesting
- Requester must be an active participant in the task force
- The funds should be used to support breastfeeding in the community and not for just your agency
- Examples that other BFTF have approved mini grants for:
- A walk to the zoo (purchased bottled water) to promote BF
- Lunch and Learn for providers
- Snacks/cookies with breastfeeding facts for providers
- Baby expos and showers for the community
